• Project Overview QDG transformation program works towards becoming an Orchestrator of the digital government in Qatar, encouraging collaboration, elevating Whole-Of-Government (W-o-G) Transformation and advising on digital transformation priorities. This RFP aims to help MCIT to establish a comprehensive Digital Transformation Assessment (DTMA) project across the government of Qatar and make government entities in Qatar aware of the digital Transformation process and its implementation. The DTMA project is intended to refine the existing Qatar's Digital Government Model (QDGM) and identifies areas for potential improvement with a focus on ensuring the assessment framework covers a comprehensive set of digital government domains in the necessary granularity to deliver practical, impactful change that helps elevate the digital Transformation levels in the government of Qatar. The intended duration of the project is two years. This includes delivery of a comprehensive framework and automation tool (platform) for digital Transformation assessment including dashboarding, reporting, and analytics modules with clear set of requirements for both core and advanced iterations of the supporting technologies. The centralized platform shall serve as a repository for data collection and analysis, providing real-time insights into digital Transformation levels, and facilitate cross-entity benchmarking as well as continuous monitoring and feedback tools. This project also aims to deliver awareness campaign and support services targeting all government entities in Qatar throughout the process. Winning bidders shall design and execute an Excellence Recognition program for high performing entities and best achievers in digital transformation.
