• In line with Qatar National Vision 2030 and the Third National Development Strategy (NDS3), the Ministry of Communications and Information Technology (MCIT) launched the Digital Agenda 2030, which focuses on six key pillars. One of these pillars, “An Advanced Digital Society that Leads the Future,” aims to develop talent and provide access to the best training programs. Under this pillar falls Strategic Initiative No. 21, which focuses on developing local digital talent by building the skills of the national workforce over the long term. In 2022, MCIT, in partnership with Microsoft, launched the Qatar National Training Program. The program aims to train 50,000 individuals across different age groups in advanced digital skills by 2025, reflecting the country-s commitment to developing human capital and enhancing the technological capabilities of its people. This is achieved through the Qatar Digital Academy, which plays a pivotal role by reaching employees across the entire public sector. To ensure continuity and achieve the desired objectives of the Digital Agenda 2030, the second phase of the “Qatar Digital Academy” project was established. This phase includes assessing the current state, proposing an updated action plan, developing an organizational structure that supports the vision of the Qatar Digital Academy, and expanding the target beneficiary base to include private sector employees, students, and job seekers. One of the key components covered under the scope of the “Qatar Digital Academy 2.0 - Call Off Agreement” project includes: • Preparation Phase (up to 5 months): Establishing the governance framework and operating model, aligning stakeholders, assessing technical readiness, preparing implementation plans, and developing the Learning Management System (LMS). • Implementation Phase (Year 1 to Year 5): This is the core delivery phase and includes six interrelated workstreams: o Conducting annual research to identify training needs and digital skills gaps...
