• The Regulatory Accounting System is a system of cost-based accounting and accounting segregation, which Ooredoo is obligated to implement as a duty under the Telecommunications Law and submit to the Telecommunications Regulatory Authority as a dominant service provider. The following: • Cost and revenue data for Ooredoo products; • An overview of Ooredoo's profit margins; • A basis for implementing price controls or tariff rebalancing; • Basis for determining wholesale fees; • Cost inputs for approval of retail definitions; • Insights into Ooredoo's cost base, which helps in evaluating various issues, including product costs New wholesale, inter-service cross-subsidization, and cost and profit trends. The winning party must provide support to the Authority in all of the following tasks: First: Reviewing Ooredoo's RAS system for the fiscal years 2025 2027: • Verifying the cost and results model; • Review submitted documents; • Holding meetings with Ooredoo; • Preparing orders directed to Ooredoo containing the required modifications or closing the implementation of the system; • Providing general support in the above tasks.
